i dont know the temperature, so i dont know if its frozen or not, but if you get it working , put some rain x deicer winshield washer fluid..its what i always use, but this year i didnt get to it in time , and got some off brand that froze for like 2 or 3 days.

Yeah, it's most likely frozen.
its frozen try adding deicer to window claer in cold weather wil not freeze and it it will also help deice windows
