First make sure if you wash your car to keep wax off your windshield, that will interfere with your blades.

With the streaking problem take a baby wipe or the harshest thing I would use is an alcohol wipe and run it along the blade of the wiper. This will remove any residue on the blade. If it still streaks wash the windshield with a good window cleaner to make sure there is no residue of any kind on the window.

Sorry, you should probably buy another one. Or look at the one that's there, does it look okay?
check the wiper arm itself, make sure it isnt loose. if its tight, you can bend it toward the windsheild a little bit. that will put a little bit more pressure on the wiper causing it to clean the windsheild with no streaks
quality wiper blades come with a little tube of blade conditioner. Rub it along the edge of the blade before you put it on and it should prevent streaking. Also use a quality windshield wash like RainX, it will help prevent streaks.
Get new blades. They just don't seem to make 'em very good anymore.
Try cleaning the blade with alcohol.
